Forbes was born in Dublin, the son of Juliette de Guise Forbes, a French woman, and William Forbes, an English Railway manager. He was a founding member of the influential Newlyn school of painters. He was often called 'the father of the Newlyn School which practiced in a fishing village with low living costs and easily available cheap models. The genre of painting was still in realist style.
